Inštitút pre budovanie odolnosti o.z. is a Slovak civic association (občianske združenie) based in Bratislava. The Institute focuses on defence, security, and international policy with the aim of increasing the resilience of all sectors of society in the face of complex and ever-changing challenges, domestic and international, that threaten societal stability, cohesion, security, and democratic values.
Our efforts are directed towards strengthening the collective capacity to anticipate and resist harmful influences that exploit societal vulnerabilities in order to undermine societal integrity. Infosecurity.sk, a media, analytical, and watchdog portal focused on the security and technological challenges of the present, is the Institute’s flagship project.
The Institute operates independently of political parties and special interest groups.
The Institute pursues its mission through several interconnected areas of activity.
We work to improve the quality of public discourse and expert dialogue in defence, security, and international policy. This means supporting civil society and the journalistic community by strengthening their communication capacities and other relevant competencies, and promoting media literacy and critical thinking across society more broadly.
We actively advocate for the values of liberal democracy: press freedom, equality before the law, individual rights and freedoms, minority rights, the right to free association, and direct participation in public affairs. We promote Slovakia’s membership in NATO and the European Union, and the principle of international cooperation in general.
We are equally committed to the values of an open society, including pluralism, transparency and accountability, tolerance, respect for and inclusion of difference, and civic cooperation.
These commitments find practical expression through research, educational and awareness-raising activities, public and closed-door lectures, discussions, seminars, and conferences, as well as through our own publishing output and the organisation of petitions and other civic initiatives.
Victor Breiner has over 17 years of experience spanning international media, the nonprofit sector, and government. He has received numerous awards for his journalistic work in both the Czech Republic and Slovakia.
Over the past decade, Victor has focused on analysing and mitigating malicious foreign influence in Slovakia. He established the Infosecurity.sk portal and the Infosec Report podcast, both created to bring the expertise of the security community to a broader audience.
Previously, Victor served in a key role at the Slovak Ministry of Defence, where he led the development of public policies and strategic documents related to non-kinetic components of security and defence. Before transitioning to security policy, he worked as a conflict journalist.
